If you are using VirtualBox? and you have installed Virtuose inside the Ubuntu(Guest) and you have the NAT enabled for it add these lines into "yourhome\.VirtualBox?\Machines\YourMachine?.xml" CLOSE YOUR VIRTUAL MACHINE AND VIRTUAL BOX BEFORE DO THAT.

      <ExtraDataItem name="VBoxInternal/Devices/pcnet/0/LUN#0/Config/virtuoso/GuestPort" value="8890"/>
      <ExtraDataItem name="VBoxInternal/Devices/pcnet/0/LUN#0/Config/virtuoso/HostPort" value="8890"/>
      <ExtraDataItem name="VBoxInternal/Devices/pcnet/0/LUN#0/Config/virtuoso/Protocol" value="TCP"/>

sudo aptitude install python-software-properties
sudo add-apt-repository ppa:kubuntu-ppa/beta
sudo apt-get update
sudo aptitude install virtuoso-server
sudo aptitude install virtuoso-drivers
